Introduction Substantively PromoteSocialDevelopmentinChinaBasedonCollaboration,Participation, AndCommonInterestsMAQingyuPeopleslivelihoodliesatthecoreofsocialdevelopment. Initsnarrowsense, thesubjectof“socialdevelopment” wasraisedwithspecialconnotationsandpertinence, againsteconomic, politicalandculturaldevelopment. Itisadeepenedunderstandingonsocialism withChinesecharacteristicsbytheCommunistPartyofChina(CPC) andtheChinesegovernmentandasupplementtotheconnotationofstatemanagementandmajoradjustmenttogovernmentfunctionsinresponsetothesocialdevelopmentrequirements. Beforethe16th NationalCongressoftheCPC, onlyeconomic, political, andculturaldevelopmentwerehighlighted. Itbeganin2002duringthe16thNationalCongressoftheCPCthattherequirementof“buildingamoreharmonioussociety” wasfirstproposed. InSeptember2004, theFourthPlenarySessionofthe16th2/ SocialDevelopmentofContemporaryChinaCPCCentralCommitteeputforwardtherequirementof“strengtheningsocialdevelopmentandmanagement, andadvancingsocialmanagementsysteminnovation. ”InOctober2006, theSixthPlenarySessionofthe16thCPCCentralCommitteeputforwardforthefirsttimeinthe“DecisionsonSeveralMajorIssuesinBuildingaSocialistHarmoniousSociety”to“promotethecoordinateddevelopmentofsocialdevelopmentandeconomic, political, andculturalconstruction. ” Therefore, itcanbeconcludedfromthespecialchaptersonsocialdevelopmentintheresolutionsfromthefourthPlenarySessionofthe16thCPCCentralCommitteetothefifthPlenarySessionofthe19thCPCCentralCommitteethat,socialdevelopmentinessence, istoimproveandprotectpeopleslivelihood. IntheentireprocessofthemodernizationofChinassystemandsocialgovernance, ithasbeentheundoubtabletoppriorityandmissionoftheCPCandtheChineseGovernmenttoimproveandprotectpeopleslivelihood. Againstthecurrentsocialcontextwhenprojectsrelatingtopeopleslivelihoodareinfullswingandtopicsrelatingtosocialdevelopmentareunderthespotlight, itisnecessarythatthegeneralpublicholdsamoresober, objectiveandaccurateunderstandingoverthenatureofpeopleslivelihoodandsocialdevelopment, theimportanceofsocialforcesparticipatinginsocialdevelopment, andthedevelopmentmethodswithsharedresponsibility.First, wemusthaveacomprehensiveunderstandingoftheconnotationofsocialparticipationinpeopleslivelihoodandsocialdevelopment.Peopleslivelihoodprojectsrefertosocialdevelopmentprojects. Webelievethereisnoneedtoelaboratemoreonthedefinitionofpeopleslivelihood, whichcanbesummarizedasthemateriallivingconditionsofahumanbeing. AncientsagesinChinaofferedalotofwisewisdoms. 馬慶鈺，北京師范大學(xué)人文和社會(huì)科學(xué)高等研究院特聘教授，中央黨校（國(guó)家行政學(xué)院）教授，博士生導(dǎo)師，社會(huì)治理創(chuàng)新工程首席專家。主要兼職有：中國(guó)社會(huì)組織促進(jìn)會(huì)副會(huì)長(zhǎng)，國(guó)家民政部專家，全國(guó)基層政權(quán)建設(shè)和社區(qū)治理專家委員會(huì)顧問(wèn)專家，國(guó)家社科基金評(píng)審組專家，北京慈善協(xié)會(huì)副會(huì)長(zhǎng)，首都慈善聯(lián)合會(huì)副會(huì)長(zhǎng)，北京萬(wàn)眾社會(huì)創(chuàng)新研究院院長(zhǎng)等。發(fā)表政治學(xué)行政學(xué)和社會(huì)治理論文與文章200余篇，出版專著、合著、主編作品16部。獲國(guó)務(wù)院政府特殊津貼榮譽(yù)。
