海南自由貿易港的建設是黨中央著眼國內國際兩個大局，為推動中國特色社會主義創新發展作出的一項重大戰略決策，是我國新時代改革開放進程中的一件大事，也是中國特色社會主義進入新時代的大背景下，賦予海南經濟特區的改革開放新使命。海南自由貿易港的建設是構建人類命運共同體的實際行動，在全球經濟格局發生復雜深刻變化的背景下，建設海南自由貿易港，是加快建立開放型經濟新體制的重大舉措，是堅持統籌推進國內法治和涉外法治，形成法治化、國際化、便利化的營商環境的重大舉措。海南自由貿易港成立五年以來，海南省人大常委會借鑒國際優選經驗，對標國際高標準經貿規則，深入推進商品和要素流動型開放，促進市場公平競爭，推進社會治理創新，頒布一系列重要立法文件，緊緊圍繞并服務于海南自由貿易區（港）建設全面深化改革開放試驗區、國家生態文明試驗區、國際旅游消費中心和國家重大戰略服務保障區的需求，著力保護知識產權與科技創新，精簡政府機構職能，關注生態與環境保護，探索建立普通注銷登記制度和簡易注銷登記制度相互配套的市場主體退出制度。海南自由貿易港的建設對于我國“一帶一路”倡議的縱深發展、履行世界貿易組織協定和《區域全面經濟伙伴關系協定》（RCEP）等經貿協定義務具有重要意義。海南自由貿易港（區）的建設，要求我們以更開放的姿態對外傳遞中國法話語。技術層面上，要實現與“一帶一路”國家和地區自由貿易園區在投資、貿易、金融、教育等方面的交流合作與功能對接，有必要將海南省頒布的有關自由貿易港（區）建設、營商環境優化、商品貿易和服務貿易便利化、社會征信體制建設、外資準入與退出機制等有關的立法文件進行英譯和介紹，以供參與“一帶一路”建設的國家及有關國家投資者參考；同時，海南自由貿易港依托不同港口，發展不同類型的特色服務，有必要將海南自由貿易港新型現代服務業建設的新經驗、新方法向全世界引介推廣。理論層面上，法律外譯是中國法在全球法律多元格局下構建自我表達的重要方式，海南自由貿易港（區）相關立法的英譯，對于展現我國更高層次改革開放新格局、更高水平開放型經濟新體制的建設成果，對于助推社會主義市場經濟平穩健康可持續發展，對于向外傳播具有中國特色的符合自由貿易港需求的監管模式和管理體制，對于擴大改革開放、向世界展示成長中的法治中國形象、構建更加開放便利的營商環境，意義深遠。
