在新發展格局下,本書以創新資源的流動和配置為切入點,闡述科技創新"雙循環”生態系統的構成和運行機理。本書以粵港澳大灣區為例,深入探索構建科技創新"雙循環”生態系統的現實基礎與存在的問題,在借鑒世界三大灣區創新發展經驗的基礎上,提出構建以"廣深港”"廣珠澳”科技創新走廊為軸的科技創新國內循環系統,實現自主創新能力提升;構建以"一帶一路”為核心的科技創新國際循環系統,形成高水平的開放創新格局;從構建多元、長效的基礎研究投入機制,企業主導的關鍵核心技術攻關機制,更加靈活的科技成果轉化機制,科學、有效的人才引進培育機制,公平、開放的創新環境保障機制等方面,探討實現科技創新國內國際雙循環互促發展的動力機制。

張寒旭,女,廣東省生產力促進中心產業研究室副主任、副研究員。長期從事區域創新規劃、科技服務業、科技創新政策和企業轉型升級研究工作。主持參與國家、省級以上科研項目20余項,為各地市、高新區、創新型園區開展研究規劃和咨詢項目20余項,在省級以上期刊發表論文10余篇,參與撰寫和出版專著4部。
