《福利經(jīng)濟(jì)學(xué)》是英國(guó)有名經(jīng)濟(jì)學(xué)家庇古于1920年首次出版的一部經(jīng)濟(jì)學(xué)著作，之后又進(jìn)行了多次修訂。庇古系統(tǒng)地論述了福利的概念和福利政策的應(yīng)用，將福利和經(jīng)濟(jì)學(xué)邏輯結(jié)合起來，將福利而非財(cái)富作為研究對(duì)象，主張國(guó)家應(yīng)該關(guān)心貧窮問題，應(yīng)當(dāng)采取適當(dāng)措施致力于社會(huì)福利特別是窮人的社會(huì)福利的增加。本書開創(chuàng)了資產(chǎn)階級(jí)的福利經(jīng)濟(jì)學(xué)的理論體系，標(biāo)志著福利經(jīng)濟(jì)學(xué)的誕生，為其后的經(jīng)濟(jì)學(xué)領(lǐng)域相關(guān)研究提供了理論基礎(chǔ)，在西方經(jīng)濟(jì)學(xué)發(fā)展史中占有十分重要的地位，因此庇古被稱為“福利經(jīng)濟(jì)學(xué)之父”。

阿瑟·塞西爾·庇古（Arthur Cecil Pigou，1877—1959）是英國(guó)著名經(jīng)濟(jì)學(xué)家，劍橋?qū)W派的代表人物之一。庇古畢業(yè)于劍橋大學(xué)，在著名經(jīng)濟(jì)學(xué)家馬歇爾門下學(xué)習(xí)經(jīng)濟(jì)學(xué)，繼承了馬歇爾的衣缽，致力于詮釋和發(fā)展馬歇爾經(jīng)濟(jì)學(xué)。1908年，庇古繼任了馬歇爾在劍橋大學(xué)的政治經(jīng)濟(jì)學(xué)教授席位，直至1943年退休。曾先后兼任英國(guó)通貨外匯委員會(huì)委員、所得稅委員會(huì)委員及英國(guó)科學(xué)院院士。退休之后，庇古仍然留在劍橋大學(xué)從事學(xué)術(shù)研究工作直至去世。庇古一生著述頗豐，其中z著名的代表作是《福利經(jīng)濟(jì)學(xué)》，他也因此被稱為“福利經(jīng)濟(jì)學(xué)之父”。
