自20世紀80年代中期以來，利川市經歷了大規模開發式扶貧、八七扶貧攻堅、新時期扶貧開發、精準扶貧四個發展階段。黨的十八大以來，利川市委、市政府圍繞“六個精準”“五個一批”，堅持目標導向，聚焦貧困問題，建立精準扶貧工作體系與機制，出臺了一系列精準扶貧、精準脫貧的指導政策，推出了完善基礎設施、發展特色產業、做強民宿旅游新經濟、探索電商扶貧方式、促進貧困人口就業、以金融扶貧“貸”動脫貧、夯實教育扶貧根基、提升醫療服務保健康、生態保護與扶貧開發相結合、易地扶貧搬遷謀幸福、社會保障兜底與扶貧開發有效銜接等舉措，成效顯著。2014—2019年，利川市累計減貧219119人，141個貧困村全部出列，貧困發生率從2013年年底的27.4%下降至2019年年底的0.25%。2020年4月，在經過縣市自查、州級初審、省級第三方評估檢查后，湖北省人民政府公示公告利川市退出貧困縣序列，利川市脫貧攻堅階段性目標如期完成。堅持黨的領導，壓實脫貧攻堅責任，強化扶貧領域作風建設，加大扶貧資金投入支持力度，堅持扶貧先扶志與扶智，因地制宜興產業，壯大村級集體經濟，構筑“三位一體”全社會合力扶貧大格局，是利川市精準扶貧、精準脫貧的寶貴經驗。在脫貧攻堅由很好態“攻堅戰”進入常態“持久戰”之時，利川市正在繼續探索“后2020年升級版”的可持續減貧之路。

《中國脫貧攻堅調研報告——恩施州利川篇（英文版）》： Reflecting the combination of local customs and cultural characteristics, homestay tourism is a new industry format that deeply integrates agriculture, culture and tourism. Mixing a combination of old nostalgia and new homeland,it allows tourists to enjoy the tranquility of the lucid water and green mountains, walk and breathe under the blue sky and white clouds, experience the magic of local culture, and enjoy a leisurely vacation in country farmhouses, so as to encourage property income, entrepreneurial income, agricultural income and wage income for local farmers, making the development of homestay economy a new bright spot for rural economic development, and for farmers' income growth. The unique climate, favorable ecology, strong folk culture and convenient transportation in Lichuan have contributed to the prosperity of its tourism. In modern times, there is a call to implement the "Two Mountains Theory" nationwide, promoting industrial transformation and upgrades, following the path of ecological priority and green development, and a severe situation of crucial poverty alleviation. Under such backgrounds, the combination of tourism and homestay poverty alleviation has become an inevitable choice for Lichuan in the pursuit of "give priority to ecological, green development, and benefit the people". Following the trend of "going to the countryside", Lichuan used its convenient transportation conditions to fast-track financial gain and become rich, which turned the superior geographical location into a fully-fledged industrial base to help the poor, which changed the predicament of "eating simple gruels" under "rich golden mountains", and realized the fast development of homestay tourism in the trend of counter-urbanization. By building a full-chain poverty elimination model through homestay tourism, with full concentration on tourism elements and increasing employment and providing entrepreneurial platform through the radiation of homestay tourism, Lichuan has promoted agricultural and rural development, accelerated the process of poverty alleviation, and consolidated and improved the progress of shaking off poverty. 3.3.2 Main measures and specific practices First, stick to high-level advancement. In accordance with the operating mechanism of "Party and government leads, market dominance and social participation", and a responsibility system of local Party committees and governments, the leading groups at the municipal levels and the townships for homestay tourism were established. Lichuan Dragon Boat Tourism Development Co., Ltd.is responsible for constructing, operating and managing homestay tourism, and signing agreements with homestay enterprises. Market entities have adopted the "four priority" measures of giving priority to poor households in house leasing, construction, service operation, and commodity development, and constructed a full-chain poverty elimination model through homestay tourism with the full concentration on tourism elements. Lichuan established a collaborative mechanism of Five-Sphere Integrated Plan, including special leadership, goal orientation, consultation scheduling, supervision report, evaluation, reward and punishment; and the mechanism of "Four Leaders" contacting homestay tourism villages, which incorporated the construction of homestays into the important contents of weekly poverty alleviation, and accelerated the construction of country homestays.The city has issued the Temporary Measures for Supporting Rural Homestay Toulrism of "Ten Villages, Hundreds Enterprises and Tens of Thousands of Households" in Lichuan, and the Incentives for Accelerating the Development of the Tourism Industry in Lichuan, established and improved a multi-input mechanism involving collective villages, farmers and all social forces, kept a close eye on the political task of poverty eradication, optimized the linkage of interests, and promoted the effective combination of the development of homestay tourism and targeted poverty elimination. ……
