21世紀(jì)以來(lái)，資源豐富、經(jīng)濟(jì)持續(xù)發(fā)展與政治上重視聯(lián)合自強(qiáng)的非洲，日漸引起靠前社會(huì)的關(guān)注。綜合國(guó)力增速明顯的印度，出于保障能源安全、發(fā)展靠前經(jīng)濟(jì)與增強(qiáng)大國(guó)地位等因素的考慮，改變了冷戰(zhàn)以來(lái)印度對(duì)非洲關(guān)系的忽視態(tài)度，積極調(diào)整對(duì)非政策，開(kāi)展對(duì)非務(wù)實(shí)合作，推動(dòng)靈活的對(duì)非外交。在注重強(qiáng)調(diào)印度對(duì)非洲傳統(tǒng)友誼與政治聯(lián)系，擴(kuò)大對(duì)非互動(dòng)空間與拓展對(duì)非合作機(jī)制的同時(shí)，又突出印度在非洲的重點(diǎn)伙伴國(guó)家與重點(diǎn)合作領(lǐng)域，從而深化了印非合作關(guān)系，一定程度上提升了印度在非洲的影響力，增強(qiáng)了印度在靠前機(jī)制中的發(fā)言權(quán)。本報(bào)告對(duì)印度對(duì)非政策演變加以分析，研究探討印非政治、經(jīng)貿(mào)和人文交流等關(guān)系發(fā)展的現(xiàn)狀和前景，并結(jié)合中印對(duì)非政策異同、印度對(duì)中非合作的認(rèn)知等議題，提出當(dāng)前中印在對(duì)非合作上存在的分歧，并從智庫(kù)的角度提出相關(guān)的對(duì)策。報(bào)告指出，作為重要發(fā)展中國(guó)家與新興經(jīng)濟(jì)體，印度對(duì)非政策及其取得的成效，對(duì)中國(guó)具有一定的借鑒意義。中印兩國(guó)都曾是非洲民族解放的支持力量，主張?jiān)谙嗷プ鹬亍⑵降然ダ幕A(chǔ)上，加強(qiáng)對(duì)非合作，倡導(dǎo)第三世界的權(quán)益。為適應(yīng)“一帶一路”倡議在非洲的開(kāi)展，中國(guó)一方面需充實(shí)中非合作機(jī)制，以適應(yīng)未來(lái)中非關(guān)系的發(fā)展需要；另一方面可順應(yīng)中國(guó)發(fā)展大局與中印關(guān)系逐步改善的機(jī)遇，探索同印度在涉非經(jīng)貿(mào)、安全等相關(guān)議程上開(kāi)展磋商與合作。

Guoqing Xu，born in Zhejiang Province, China, received Law Ph. D from graduate school of the Chinese Academy of social sciences. Now, he is serving as an Associate Professor in international relations section of Institute of West-Asian and African Studies（IWAAS）, Chinese Academy of Social Sciences （CASS）. His major field of research are relations between the emerging countries and Africa, relations among the emerging countries, and African issues.
