《就業、利息和貨幣通論》是著名經濟學家約翰??凱恩斯的經典著作，它的發表引發了世界范圍內的“凱恩斯革命”。本書的中心思想是有效需求理論，認為失業除了傳統經濟學認為的摩擦失業和自愿失業外，還有一種非自愿失業，其原因是有效需求不足，而有效需求是商品總供給價格與總需求價格達到均衡時的總需求，由于總供給在短期內不會有大的變動，所以失業是因為總需求或有效需求不足。有效需求包括投資需求和消費需求，有效需求不足是消費需求和投資需求不足的結果。后者又是因為消費傾向、對資本未來收益的預期和對貨幣的流動偏好三個心理因素的作用。消費需求不足是因消費傾向遞減，使消費的增長趕不上收入的增長。投資需求不足是因為資本效率遞減和流動偏好，前者是指投資利潤率的下降，后者是指人們保留現金偏好。凱恩斯提出：“只要政府降低利率，刺激投資，實行公共開支和經濟軍事化，就可解決失業問題，化解經濟危機。”這一理論為各國政府實行干預經濟的政策奠定了基礎。
