中國與捷克在經濟領域有著很多的不同之處，但同為新興經濟體國家，很多經濟議題是有一定的共通性的，捷克和中國可以相互借鑒彼此的發展經驗。本書一方面詳細地介紹了新中國金融體制的變遷與改革、貨幣政策框架的變遷與轉型、證券市場的變遷與發展、金融監管的變遷與調整和金融對外開放的變遷與探索；另一方面以捷克為例討論了開放新興經濟體的貨幣政策、轉型經濟體銀行業的若干問題、零利率時代的貨幣政策和緩解家庭財務壓力的一些嘗試。

何德旭，l962年生，漢族，湖北潛江人，經濟學博士，教授，享受國務院政府特殊津貼專家。現為中國社會科學院研究生院博士生導師，中國社會科學院財經戰略研究院院長、研究員，中國社會科學院博士后流動站、北京特華博士后工作站、深圳證券交易所博士后工作站、中信建投證券博士后工作站、太原高新區博士后工作站指導教師。兼任中國金融學會、中國投資學會、中國市場學會常務理事，中國社會科學院金融研究中心副主任。曾任中國社會科學院數量經濟與技術經濟研究所書記。
