�������Ї���ؚ�_�l���b2018��Ӣ�İ棩��������[Overview] Taking poverty alleviation as an important task�� the Red Cross Society of China ��RCSC�� earnestly fulfilled its responsibility of poverty alleviation�� gave full play to its industry advantages�� carefully designed policies and measures�� explored innovative working methods�� organized and mobilized all forces to actively participate in poverty alleviation by using its influence and network advantages�� and did a lot of fruitful work in the field of fixed-point poverty alleviation�� rural livelihoods and community development�� health poverty alleviation and rescue for the poor�� solving a number of people's livelihood problems.����Continued to focus on reducing poverty in the deep poverty-stricken areas�� and strived to incorporate deep poverty-stricken areas into the scope of areas for key support. In terms of the distribution of poverty alleviation projects�� more priorities were given to these areas so as to achieve the combination of key efforts and surface breakthroughs and help solve the problem of deep poverty. In terms of the target of the project�� more attention was paid to the groups with special difficulties�� such as children with serious illness in poor families�� disabled people in poverty�� the elderly in loneliness and the long-term sick�� so as to meet the special needs of key groups.����Further highlighted the role of industry development in poverty alleviation. Taking "livelihood development" as the main content�� we focused on developing characteristic industries to ensure long-term and sustainable poverty alleviation.����Further stimulated the endogenous motive force of the masses to lift themselves out of poverty. In the anti-poverty work�� we paid equal attention to material poverty alleviation and spiritual poverty alleviation in order to stimulate the endogenous motive force of the masses. While promoting project implementation�� we strengthened the guidance for the masses and strived to enhance the determination�� confidence and spirit of the underprivileged people to get rid of poverty and improve the appearance of their home villages through hard work.����[Fixed-point poverty alleviation] In 2017�� RCSC was responsible for the fixed-point poverty alleviation in Yingshan County of Hubei Province. Giving full play to its own advantages�� based on the actual needs of poverty reduction in Yingshan County�� RCSC made innovations to the aiding mode�� mobilized social forces to get involved�� adhered to the implementation of various measures�� and launched a series of activities to support the poverty reduction in Yingshan County�� including industrial poverty alleviation�� medical poverty alleviation�� educational poverty alleviation�� disaster relief and social care actions. Since it was designated the task of fixed-point poverty alleviation in Yingshan County�� RCSC has donated a total of 11. 653�� 8 million yuan in kind and cash to Yingshan County and launched 32 livelihood and medical projects to benefit 52��384 people. The registered poor households in Yingshan County were reduced from 37��390 to 22��293�� the registered poor people were reduced from 104�� 809 to 52��925�� the number of poverty-stricken villages decreased from 78 to 33�� and the incidence of poverty fell from 32% to 15.5%.����[The project of fraternity homes] Giving full play to the role of government as an assistant in the field of humanitarianism�� RCSC devotes itself to social poverty alleviation. Since 2011�� with the comprehensive community development project of " Red Cross Fraternity Home" as the starting point�� we have provided livelihood support for the vast majority of poor communities and actively assisted the central government in implementing the strategic planning of targeted poverty alleviation.����After the implementation of the project�� each community will have "a project to benefit people"�� "a fund to help people get rich"�� "a volunteer team" and "a community spiritual civilization construction mode"�� and the comprehensive strength of the communities will be significantly improved. Breaking the traditional "top-down�� government-led" poverty alleviation model�� relying more on community wisdom and strength for designing and implementing projects�� it effectively stimulated the participation enthusiasm and endogenous motivation of underprivileged people�� thus forming a new model of community participatory poverty alleviation full of vitality. RCSC has invested a total of 674 million yuan in the implementation of such project in 2�� 184 poor communities ��including 357 national poor counties�� �� effectively helped underprivileged people get rid of poverty and become rich�� and explored rich experience in creating a grand pattern of poverty alleviation by the government�� market and society.����[ "Red Cross Angel Plan" ] Chinese Red Cross Foundation ��CRCF�� has launched a series of special public welfare relief funds such as "Angel Fund" and "Angel Sunshine Fund" to help patients suffering from leukemia�� congenital heart disease and aplastic anemia�� with the " Red Cross Angel Plan" to protect the lives and health of the most vulnerable groups as the core�� aiming to ensure the health recovery of children with serious illness in poor families and prevent families with ill children from falling into or returning to poverty due to illness. As for the assistance to leukemia children in poor families�� apart from directional donation�� 50�� 000 yuan is given to each child who has completed hematopoietic stem cell transplantation�� and 30�� 000 yuan is given to each child who does not need hematopoietic stem cell transplantation or needs transplantation but has not yet undergone transplantation. Besides�� a one-time subsidy of 20�� 000 yuan is issued to each child who has completed hematopoietic stem cell transplantation after receiving the subsidy of 30�� 000 yuan. As for the assistance to children with congenital heart disease from poor families�� besides directional donation�� the children who have completed the operation of congenital heart disease are subsidized 5�� 000-30�� 000 yuan per capita based on their individual payment. Those children with complicated congenital heart disease in need of multiple operations who have received the support of Angel Sunshine Fund once can get additional subsidies after completing another operation and submitting the relevant subsidiary materials. A total of 36��055 children were subsidized with a total of 1. 038 billion yuan.��������
