口譯是一個復雜的、兩種語言之間的瞬間轉換過程，體現口譯者綜合的語言（包括母語和外語）能力。口譯者對母語的掌握、對外語的理解和表達，都是影響口譯質量的關鍵因素，其中，外語聽力理解能力對口譯工作的重要性，再強調也不會過分。在英譯漢的口譯過程中，首先就是從源語（英語）獲得信息，而且在理解了這些信息后，才能正確無誤地轉換成目的語（漢語）。聽力不過關，談何口譯？這個道理不言自明。有鑒于此，上海市中、高級口譯證書考試的筆試聽力部分的分值，在總分中分別占三分之一和三分之一以上（高級口譯筆試總分300分，聽力占100分；中級口譯筆試總分250分，聽力占90分）。這種安排是充分考慮了英語聽力對口譯的重要意義才作出的。所以說，英語聽力部分得分高低，與考生能否通過口譯考試第一階段的筆試關系甚大。特別是高級口譯筆試中的Note-taking&Gap-filling（筆記與填空）和Listening&Translation（聽譯）以及中級口譯筆試中的Listening&Translation（聽譯）這幾個部分的得分，與口譯能力的強弱相關程度更大。如果他們筆試總分已達及格線，從考生在這幾部分得分的高低，多少可以預測他們在口試中的表現。歷年考試成績統計表明，即使有些考生的筆試總分通過了及格線（高級口譯180分，中級口譯150分），但是如果在上述幾個部分（即Note-taking＆Gap-filling和Listening&Translation）的成績不佳，甚至不及格的話，他們要想通過口試恐怕也勉為其難。原因很簡單，在口試中，除了口語部分的成績單獨計分外，口譯部分英譯漢和漢譯英要求各譯兩段（其中每段再細分成若干小段）。換言之，英譯漢和漢譯英各占口譯部分的一半成績，而要做好英譯漢，除了要求考生具有一些最基本的口譯技巧外，講到底，就是看考生的英語聽力理解能力的高低。聽力好的考生英譯漢往往能做好。要是英語聽力不行，做不好英譯漢的話，口試總成績可想而知，是不可能通過口試的。試想一下，如果哪個考生聽力不行，無論其其他方面的英語能力（閱讀、筆譯，甚至口譯的漢譯英部分）多強，怎么能發口譯證書給他（她）呢？中國學生學英語，聽力一直是難點之一。這與中國傳統的外語教學重視讀寫、忽略聽說有關。學生學外語以背單詞、啃語法、做題目為要務，較少以實際運用英語為首要目標。其次，對母語是漢語的中國學生來說，要聽懂英語確非易事。看到并認出書本上印刷的英語單詞，與在日常談話、廣播、演講中聽出這些單詞并了解它們的詞義，畢竟是兩回事。在書面上看
