英國劍橋大學考試委員會根據歐洲語言測試者協會制定的語言大綱推出了“劍橋英語五級證書考試”。旨在推進歐洲語言測試者協會20多個成員國之間的英語水平相互認證。這一英語等級考試體系同時也被歐洲及英語國家廣泛接受，當作出國留學或進入商務領域的語言水平認證。
根據運用語言的能力。“劍橋英語五級證書考試”的等級大致可描述為：入門證書水平（ket），即能夠以英語就日常話題進行簡單交流，是劍橋少兒英語三級之后進入更高階段的**個等級；初級證書水平（pet），即具備運用英語解決日常事務的能力；**證書水平（fce），即能夠在商務環境下或就某些稍具專業性的話題進行交流，同時此水平的考試也被作為母語為非英語人員申請到歐洲留學的語言水平認證；高級英語證書考試水平（cae），即能夠從文化層面上把握語言在各種場合下的應用，能夠憑借英語進入某專業技術領域從事工作或初步具備了以英語作為工作語言進入學術領域的能力；英語熟練證書水平（cpe），即劍橋大學考試委員會認為母語為非英語的人士已經完全具備了以英語進行深度學術研究的能力。
